DESCRIPTION OF PENHA AND THE PENHA-ETHIOPIA PROGRAMME

The Pastoral and Environmental Network in the Horn of Africa (PENHA) is a non-governmental organisation that works to promote development in the pastoralist communities of the Horn of Africa. Founded in 1989, PENHA is an African inspired and led NGO, registered as a charity in the UK and headquartered in London. PENHA operates across the IGAD region and has country offices in Ethiopia and Somaliland. PENHA’s mission is to promote development by empowering communities and fostering sustainable and diversified livelihoods. PENHA works at both the grassroots and policy levels, combining research, policy work, advocacy and project implementation, with a participatory and bottom-up approach

PENHA is undertaking a new Ethiopia country programme that focuses on drylands restoration, working with Ethiopian research institutions, local and central government on policy development, knowledge management and practice in support of environmental and forest management that promotes livelihoods and green growth.

JOB PURPOSE

The Finance and Administration Officer will provide the PENHA-Ethiopia Team with appropriate finance, human resource, and administrative support to effectively implement program activities, as outlined below.

SUMMARY OF KEY AREAS OF RESPONSIBILITY

DUTIES

Finance:

  • Keep financial records and perform financial procedures (e.g, receipts, payments requests, petty cash).
  • Assist the organisation and management of internal and external audits.
  • Ensure expenses are authorised and processed in accordance with agreed procedures for both PENHA and donors.
  • Maintain the accounting reporting process, ensuring the accuracy and completeness of ledgers and all supporting documentation and compliance with finance and procurement regulations.
  • Maintain accounting records, ensuring they are complete and accurate.
  • Ensure agreed reporting dates are maintained according to PENHA’s policies and ensure compliance with PENHA and donor regulations

Office Administration:

  • Maintain effective office systems (e.g., IT support, office maintenance, fixed assets, supplier contact), ensuring these are consistent with PENHA’s operating requirements.
  • Support the efficient running of the daily operations of the PENHA-Ethiopia office.
  • Ensure all procurement processes are in compliance with PENHA and donor regulations.
  • Support logistics for PENHA’s Ethiopia programme activities.
  • Other administration duties as agreed.

Human Resources

  • Advise on HR policies when required to ensure these comply with Ethiopian statutory regulations.
  • Maintain personnel records.
  • Coordinate recruitment/induction in line with PENHA’s processes.

PERSON SPECIFICATION

Finance:

  • At least 3 years’ experience in finance, HR, and office administration.
  • Experience in book-keeping and computerised accounting systems.
  • Experience in reporting to donors in an NGO environment.
  • Good understanding of the laws of Ethiopia related to tax, insurance, human resources and reporting.

Administration/Human Resources:

  • Experience in HR policies and procedures and administration systems.
  • Experience of setting-up and managing office systems.
  • Excellent IT skills, including Microsoft Office (Outlook and Excel).
  • Good planning and organisational skills and efficient work methods.

Other:

  • Ability to work well in a team, as well as independently.
  • Ability to communicate well in Amharic, and some ability to communicate in other PENHA languages and in English.

TERMS AND CONDITIONS

Salary:             Competitive NGO salary

Hours:             37.5 hours per week

Contract length: Twelve-month contract with possibility of extension, subject to the availability of funding.


Probation: There will be a probation period of two months, after which the appointee will be subject to a performance evaluation.

Holidays: 28 days leave per annual year, in addition to approved public holidays in Ethiopia
